Jack Shantz, Psy.D. - Board Chair

Dr. Shantz serves as a Board Parliamentarian to United Health Centers. He has been in the healthcare industry for greater than 40 years. His career began as a combat medic, educated as a Registered Nurse, and achieved his Doctorate in Psychology to practice as both a clinical psychologist and organizational psychologist. He has held numerous clinical and executive leadership positions.

He worked as a Joint Commission Surveyor, numerous private sector positions and recently retired after 25 years at the VA Central California Healthcare System as the Associate Director of Patient Care Services/ Nurse Executive. Jack has taught at several universities for the past 25 years and continues to teach. He has published and performed research. He is a proud veteran of the US Air Force and Navy (both enlisted and officer) and has treated active duty and veterans extensively during his career. Jack is married with four adult children and 15 grandchildren, which bring great joy.

Jose Plascencia - Vice Chair

Mr. Plascencia, Board member to United Health Centers, has been actively involved with the local business community for over 15 years, focusing on small business development, financial business training, leadership training, and Latino career development. He is the son of migrant immigrant farm workers and has championed many causes to improve their lives in the Central San Joaquin Valley.

He received his MBA from Fresno State University and his Bachelors of Science degree from San Jose State University in Criminal Justice Administration. Jose currently sits on several boards of directorship including Valley PBS, Fresno Regional Workforce Investment Board, State Hispanic Chamber of Commerce and the California State University Fresno Association. In addition, he is the former President of the Central California Hispanic Chamber of Commerce, co-founder of the Central California Latino Political Action Committee and is a former police officer with the City of San Jose.

He has recently embarked on being a small business owner, acquiring the Allstate Insurance business located at 1318 E. Manning Ave in Reedley California. Prior to opening his small business, he worked for the American Automobile Association for over 16 years, promoted to several corporate management positions, ending his career as the General Business Manager of the Clovis office of AAA. He is a proud member of the Central Valley Community and resides in the Sierra Nevada foothills with his spouse Clara and their two boys.

Daniel Parra - Parliamentarian

Mr. Parra received his Bachelor’s Degree in Business Administration from National University and in May 2007, he received a Master’s Degree in Public Administration. He is the Mayor Pro Tem for the City of Fowler and is active in other community organizations such as: the Fowler Lion’s Club and the local chapter of the Knights of Columbus. In addition, he is the Chairman of Fresno EOC, President of the League of California Cities Latino Caucus, and a commissioner of Fresno LAFCO. <br?> He firmly believes that it is important to give back to one’s community by helping others and being a role model who makes a positive impact on the lives of others. We go through life dreaming and planning for our future, but life has many unexpected detours which affect the decisions we make. Some of us are fortunate and realize our dreams, but there are many who never do. He is one of those fortunate persons. It took a lot of hard work and perseverance, but he did it with the help and support of those who he looked up to. Now it is his turn to help and support the members of my community.

The Central Valley has been his home his whole life and he understands the needs and problems that face our communities. His life experiences and education have given him the knowledge to help others and give back to his community. He hopes his contributions make a positive impact on those he serves.

Irma Cruz - Secretary

Irma was born and raised in Tijuana, Baja California, Mexico. She gained her permanent residency to the United States of America in 1974 and two years later become a naturalized citizen. Her first job in the U.S. was working in the fields of agriculture. While working her first job she attended adult school, which later led to her obtaining a position with the Internal Revenue Service. During her time with the IRS, Irma gained a tremendous amount of experience in government affairs. Following her time with the IRS, Irma moved on to the County where 23 years later she still holds a position. At the age of 41, Irma earned a college degree in Accounting. She has been a resident of Corcoran, California for over 40 years and is where she met her husband Gerardo Cruz. Irma is a mother of 4 daughters and 10 grandchildren whom she enjoys spending time with while volunteering together at the local RAC (YMCA).

In years prior Irma and her husband Gerardo owned various businesses which included a video store, pizza parlor, a paintball shop, as well as, a trucking company. In her free time Irma enjoys giving a helping hand to the church she attends by distributing food to the homeless, organizing and decorating at events, as well as, teaching Sunday school to 3rd and 5th graders. Irma is an avid baker and specializes in intricate birthday cakes for her grandchildren’s parties.

Dr. Sylvia Schultz - Treasurer

Dr. Schultz, CCCD (Clinical Christian Counselor of Divinity) serves as a Board Treasurer to United Health Centers. She has two children and six grandchildren and has been married for 53 years. She has been so blessed to work for several Health Care facilities. She began her career as a Collection Supervisor at J.C.Penney's where she worked for12 years; Kings View Hospital Patient Accounts Manager for 17 years; Community Counselor for Inter-Ed.; Fresno Career Finders as an Employee-Counselor/Job Developer; Quantum Health Resources as a Reimbursement Supervisor; Staffing – Plus as a Human Resource Manager/Office Manager; and as an Independent Collection Manager for Sylvia's Collections, where she worked for doctors independently collecting on accounts that the collection agency could not collect on. She also worked for Quality College as a Job Developer; Kingsburg Hospital as an Office/Collection Manager, and at Fresno Pacific University as an Independent Studies Coordinator. She currently works for Rapha Christian Counseling.

She is a Licensed and Ordained Minister and has received her Doctorate as a Pastoral Clinical Christian Counselor of Divinity in July of 2016. She is presently working towards her PhD. She has performed several weddings and funerals and has officiated at several community events. She is presently the Director of Women’s Ministries at her church, and has recently accepted a position of Associate Pastor of a new church opening in Orange Cove. She still serves as the City Chaplain through the Orange Cove Police Department. She is also a Chaplain for the Sherriff’s Department for Fresno County and has previously served with the Fresno Police Department as Chaplain. Total years of volunteer service in law enforcement have been about 25 or more years. In 2012, she received the Fresno/Madera Counties Police Chiefs Association Citizen Award for valuable contribution to Law Enforcement.

In April of 2015, she received The President's Volunteer Service Award in recognition and appreciation for National and Community Service. Wherever she has lived, she has always been involved in community activities. She feels it is our duty as a citizen of the community to help where needed.

Angel Angulo - Member

Mr. Angulo is a Board member and currently serving his second six year term after a one year leave. He was born and raised in Dinuba, California, and earned a Bachelor’s degree of Science in Business Administration, specializing in Accounting from Fresno State University in 1994. He is the sole shareholder of M. Angel Angulo CPA, Inc., Accountancy Corporation. The CPA firm assists individuals and business entities with financial, tax and reporting needs and also offers organizations consulting or guidance in these areas as well.

Angel has over 15 years of experience working in the public accounting sector and has been fortunate to have worked for a number of respectful and prestigious accounting firms in the valley. He has gained experience in serving on other boards such as the California Society of CPAs and Small Business Alliance, of the Fresno area.

Rene Moncada - Member

Mr. Moncada is a native of California and a veteran of the United States Marine Corps. He holds an AA, BA, MS, and has also completed a second MA degree program at California State University, Fresno. His past experiences include serving as the field representative of former Assemblywoman and Speaker of the House, Sarah Reyes, 31st Assembly District; GEAR UP Director at Reedley College serving first generation College bound youth; National Chair for the TRO Youth Leadership Congress hosted by the Council for Opportunity in Education in Washington D.C., three years in a row, and served as a school counselor, assistant principal, principal and an administrator at the county of education level. Mr. Moncada’s career has included heading one of the state’s largest Migrant Education regions.

He has held educational administrative positions at the county and regional levels within California. He has been instrumental in bringing high profile leaders to the Central Valley in an effort to broaden awareness and funding opportunities to address the needs of local counties and has worked extensively to increase access to education for both youth and adults. He is the co-author of the book “Safe School Crisis Response Framework.” Mr. Moncada has been featured as a keynote speaker at various political and education conferences for his work and insight working with Latino families and at-risk youth. He has held positions on the executive boards of Arte Américas (Past President), Fresno Sunset Rotary (Past President), the Association of Mexican American Educators (AMAE) and currently serves on the UHC Board, Vice President of the Board at Habitat for Humanity Fresno County, and International Chair for Fresno Sunset Rotary. Mr. Moncada has served as adjunct faculty at Fresno Pacific University, where he has lectured on Cultural Diversity and California History and Politics. He has been recognized for his efforts in education winning top honors as administrator including the Association of California School Administrators “Administrator of the Year” and civic awards by Senators Feinstein, Vidak, and Baryhill, Congressmen Nunes, and Costa, Assemblymembers Reyes, and Arambula, and former Lt. Governor Cruz Bustamante. He continues to serve in the field of education at Reconnecting Youth & CAST Programs, LLC, a SAMSHA Nationally recognized program as Senior Consultant.

Esther Nicacio - Member

Esther serves as a Board member and is a consumer representative. Prior to joining United Health Centers, Esther was first employed as an accounting clerk by the U.S. Army 1978 - 1980 where she received her certificate in bookkeeping and accounting while stationed in Berlin, Germany. She also began working as an Administrative Assistant where she was responsible for creating and maintaining a positive relationship between German and American military officials. She went on to complete her certificate in training as a Computer Operator in 1984. Esther was officially commended by the U.S. Army in both 1981 and 1982 for her outstanding service and accomplishments during her time in service.

Esther went on to receive her certificates in completing Micro Computer Programming and Civil Service Exam Preparation (Clerical) from Fayetteville Technical Institute in North Carolina. She began working as an office manager for a multi-million dollar company Hopton Technologies Inc. in Albany, Oregon. Esther moved to Del Rey, California where she became the head of the Human Resources Department for Tri- F Consolidators Inc. and worked for fifteen years.

Esther joined the Board of Directors for United Health Centers in 2006. She served as a board member for six years, before taking one year leave. She is now in her second six year term where she hopes her efforts and hard work will help the lives she serves. Outside of her Board duties, Esther is active in the community and uses her spare time to volunteer at faith-based organizations located in Selma, California.

Sarah Guerra - Member

Mrs. Guerra is a proud daughter of Mexican farm worker immigrants; she was born in Fowler and raised in Selma where she has spent most of her life. Following her graduation from Selma High she attended Reedley College while working for Fowler Packing. Sara credits education and hard work for the advances in her career and developed the skill set necessary to become a business owner in her community.

She began her career with Liberty Mutual Insurance Company in 1985 and in 1991 became a licensed agent. After 18 years of service with Liberty Mutual, she began a new endeavor partnering up with her brother in law and launched Robertson-Guerra Insurance Agency in Selma. In 2009, Robertson-Guerra was recognized as the Selma Chamber of Commerce’s Business of the Year Award and in 2017 was chosen by the Selma Enterprise reader’s poll as Selma’s favorite insurance agency. Through Mrs. Guerra’s family vision Robertson-Guerra has served as a staple of community support. Every year the agency supports various community and nonprofit organizations as well as the local school district and coordinates an annual Country/Tejano concert benefitting the Second Hand Animal Shelter. Mrs. Guerra is married and has three children Taylor, Bianca and Bella. She is an active Parishioner at St. Joseph’s Catholic Church and enjoys helping and giving back to her community.

Lorane Avalos - Member

Lorane serves as a Board member and is a consumer representative. She was born and raised in Reedley, CA & graduated from Reedley High School. She attended Fresno City College and received her certificate in Vocational Nursing and license in 1982. She married Jim in 1971 and they have lived in Selma ever since. They have 4 children and 6 grandsons. She has worked at nursing homes, at Selma Hospital, and for a short time, worked in industrial health. For the last 12 years of her career, she has worked for Selma Dialysis. She is now retired. She is past president of Selma Lion's club and Selma Catholic Women’s Club.

Ofelia Garcia - Member

Ofelia Garcia, a Board Member, consumer and farmworker representative, is a long time resident of Parlier. She is the oldest of nine children born to farm working immigrants. Growing up, her family worked in the fields all day during the summer months and the children worked every day after school during the school year. Today her siblings have professional careers working in the healthcare industry, education system, judicial system, private business and construction. Ms. Garcia’s educational background is in accounting with work experience in city government , real estate and transportation services. Formerly she served as an ex-officio member of the city of Parlier Personnel Commission and Senior Citizens Commission. Presently she is a member of the Parlier Youth Soccer League. She serves on the UHC Personnel Committee and the UHC Nominating Committee.

Nathan Williams - Member

Nathan Williams serves as Board member for United Health Centers, and is currently working for Golden Living Center a Skilled Nursing facility in Reedley. Nathan has been working in the skilled nursing industry for the past several years, including serving as a Licensed Health Facility Administrator in the state of Indiana before returning to Reedley with his Fiancée in 2017. Nathan has joined his family's skilled nursing business that dates back more than 150 years in the Central Valley. Nathan also gives back to his community by his memberships in several organizations including the Kingsburg Lions club as well as the Reedley Rotary.
