Colleen Curtis - President & Chief Executive Officer

Colleen joined the United Health Centers in 2002 as the Chief Financial Officer. In December 2008, the Board of Directors asked Ms. Curtis to assume the position of Interim Chief Executive Officer, after the abrupt departure of the incumbent who left the position that same month. She brings over 25 years of accounting experience to the leadership team. Colleen earned a Bachelor of Arts degree in Business with a concentration in Accounting from California State University, Fullerton. She is the former CFO of Del Norte Clinics and Bear Valley Community Hospital. Colleen not only expertly provides financial leadership to the financial department’s 34 employees but had emerged as the organization’s technology champion. She is rapidly building the IT infrastructure by introducing advanced technologies that are increasing organizational effectiveness and service delivery capacity.
Seeking improved data management, she has implemented the standard modules of the practice management (PM) system for appointments, registration and billing, and has interfaced the PM system to permit the viewing of outside lab results and is presently introducing code scan technology to enable computer physician order entry of pharmaceuticals. The CEO’s informatics leadership is driving the organization’s commitment to the vision of using health information technology to improve the quality of care. In December 2015 the Board of Directors approved a title change to President and CEO to be more reflective of the position as the organization has grown substantially in both size and complexity. The new title is also more prestigious and consistent with other like-size community health centers.

Justin Preas - Deputy Chief Executive Officer

Justin joined United Health Centers in 2005 and brings to the organization a strong background in business, operations, and Human resource management. Justin earned his Bachelor of Science degree in Business Administration from California State University, Fresno in 2000. Justin has served in various leadership roles for the organization since 2005 and has used this to build a collaborative relationship with numerous departments. Before coming to United Health Centers, Justin worked with Children’s Hospital Central California as a leader in the ambulatory division. In June 2015 his position title had expanded to Deputy CEO to reflect his leadership strengths and the demands of the organization in its rapid growth and increase in the complexity of services.

Robert Shankerman, M.D. - Chief Medical Officer

Dr. Shankerman joined United Health Centers in February 2014. He has over 27 years of experience as a Board Certified Internist, and over a decade of Administrative experience as a Chief Medical Officer of Community Health Clinics and Federally Qualified Health Centers. Dr. Shankerman attended Tulane University School of Medicine, in New Orleans, and completed his Residency in Internal Medicine and Emergency Medicine at the Mayo Clinic, in Rochester, Minnesota. He is a Fellow of the American College of Physicians, which recognizes excellence in the Practice of Internal Medicine. Robert is also a supporting member of the American Academy of Family Practice.

David Phillips - Community/Staff Development Officer

David Phillips, has been the Community & Staff Development Officer since October 2010. He previously worked for the Veterans Affairs Medical Center as Director of Public Affairs. He holds a Bachelor’s Degree in Chemistry and a Master’s Degree in Organizational Development. David says he appreciates working for an organization that has great leadership who are committed to serving rural agricultural communities with very skilled and caring staff while able to rapidly expand healthcare services and technology even in tough economic times. David is a Veteran of the US Navy and appreciates that UHC is able to bring great healthcare to Veterans and their families whom live or work in rural communities and unable to access VA healthcare. He is committed to improving community education and awareness of the services available to the underserved while increasing outreach efforts and strengthening the image of the organization.

Beatrice Perez - Clinical Services Officer

Beatrice has worked for United Health Centers since 1988. She is a resident of the Central Valley where she attended high school and currently resides in Reedley, CA. Beatrice was hired as an LVN at the Orange Cove health center after receiving her LVN license from Clovis Adult and Vocational Program in Clovis, CA. After taking a year off from full time employment in 1991 to obtain her RN degree from Fresno City College, Beatrice returned to UHC in Parlier. She continuously demonstrated great nursing skills, enthusiasm, and with a patient and caring attitude she was promoted to Nursing Supervisor in 1993. Beatrice was subsequently promoted to Associate Director of Nursing Service and in 2006 to the Director of Nursing Service. Following an organizational restructure of leadership responsibilities in 2017, she was promoted to her current position. Beatrice oversees clinical services in all of the 15 health centers, as well as, specialty referral services and CPSP operations.

Miguel Rodriguez - Chief Operations Officer

Miguel joined the organization in November 2010 to manage the conversion and implementation of the electronic health record system. Prior to his employment with UHC he worked for UCSF Medical Center managing various departments of the Admissions & Registration depts. and several projects including; Emergency Dept Admissions project, electronic patient/ bed tracking, and numerous patient flow improvement initiatives. While at UHC he successfully leads the implementation of the NextGen Practice Management and the implementation of electronic health records at all clinic sites. Soon after, Miguel was promoted to the Director of Health Information Technology where he spent the next few years working closely with the clinical services, operations, and QI team to streamline system efficiencies, operations, and workflow. In 2015, he was promoted to Chief Operations Officer where he currently serves to oversee operations across all of our health centers. Miguel is committed to the wellness and success of our communities, as well as, our employees. He takes great pride in being able to serve the communities and families under the care of our United Health Centers team.

Ricardo Viveros - Business Development Officer

Ricardo has been recently promoted to the position of Business Development Officer in July 2018 from the position of Director of Communications that he has held since coming on board with United Health Centers in 2011. He was born and raised in Mexico City until moving to California in 2001; at the time he was 15 years old. After graduating from college he started his own Marketing Agency called Rollo Latino Marketing, Ricardo likes to stay active and meet new people every day. He also likes to dance and photography is his passion. Ricardo believes in being socially responsible and serves on the Board of Directors for several businesses and non-profit organizations. He enjoys working for UHC because he can explore his creativity by creating bold and innovative graphic designs, programming the website, planning creative advertising campaigns, producing video, and translating patient information into Spanish. Ricardo believes the poorest person in the world is the one that doesn’t have any dreams but he believes dreams do come true, but you have to work hard in order to accomplish them.

Jesus Maldonado - Chief Financial Officer

Mr. Maldonado became the CFO for United Health Centers in 2015. Prior joining UHC, he worked with another health center as its Director of Finance. Jesus manages all financial and related compliance activities, including revenue cycle management (billing), contracting, purchasing, benefits and risk management. Mr. Maldonado is from Venezuela where he obtained a Bachelor's Degree in Accounting from Carabobo University, Valencia, and a Master's Degree in Taxation Science from Santa Maria University, Caracas. In 2001, he obtained a Master of Business Administration, E-Commerce Concentration, from Findlay University, in Ohio. Jesus has over 20 years of experience in finance, accounting, and auditing. He has also worked for several for-profit companies in leadership roles in CFO and Corporate Controller positions.

Raul Venegas - Chief Information Officer

Mr. Venegas brings over 20 years of business and technology experience to the organization. Mr. Venegas joined UHC in 2006 and has revamped key network and telecommunication infrastructure and established a customer-centric IT Department. Raul has been instrumental in implementing core busines and clinical systems at United Health Centers including the electronic health record (RHR) which has redifined the healthcare landscape. Prior to joining United Health Centers, Raul served as Director of Information Technology for an international architectural firm and provided IT consulting and technology training services to several top Central Valley organizations. Mr. Venegas holds a Bachelor's Degree in Business Administration and a Master's Degree in Computer Information Tecnology. He uses his keen business insight and technology expertise to establish United Health Center as a "Quality Driven, technology Enabled" organization.
