What is the PHE Unwinding? ▿

PHE stands for Public Health Emergency Unwinding

In January 2020, the U.S Department of Health and Human Services declared a Public Health Emergency during the COVID-19 pandemic, which allowed more people throughout California to gain access to and keep their Medi-Cal benefits. Before PHE, California would review the beneficiaries' information and renew their Medi-Cal benefits if they met the qualifications. However, with the PHE ending and continuous coverage expiring, California will need to conduct a full redetermination for all beneficiaries.


What happens after PHE unwinds? ▿

Due to the COVID-19 pandemic, states implemented program changes or other emergency flexibilities, one of them being the "continuous enrollment condition." As we transition from a pandemic into an endemic, we will need to return to the normal operation processes rather than a "continuous enrollment condition." Patients will have to renew their medical coverage or be subject to redetermination of benefits.


Who will be affected by the PHE Unwinding? ▿

All Medi-Cal beneficiaries will be affected. For phase 1, our focus at United Health Centers is to help beneficiaries update their emails, phone numbers, and home addresses so they can receive mail from the county regarding their status for redetermination.


When will it be in effect? ▿

The PHE was currently set to expire on July 15, 2022, and the Department of Health and Human Services (HHS) has committed to providing at least a 60-day notice prior to the official end date. As HHS has not yet provided such notices, we expect the PHE to be extended for a tentative period.

During Phase 1: We can help them update their home address and phone number with the county. Updating the contact information will allow beneficiaries to receive important mail about their health coverage.

During Phase 2: When they receive a redetermination letter from the county, UHC can assist beneficiaries with the Medi-Cal application renewal so they don't lose or have any gaps in health coverage. Any loss or coverage gaps for more than three months may be subject to a California tax penalty.
