Frequently Asked Questions

What is the Public Health Emergency (PHE) Unwinding? ▿

PHE stands for Public Health Emergency Unwinding

In January 2020, the U.S Department of Health and Human Services declared a Public Health Emergency during the COVID-19 pandemic, which allowed more people throughout California to gain access to and keep their Medi-Cal benefits. Before the PHE, California would review the beneficiaries' information and renew their Medi-Cal benefits if they met the qualifications. However, with the PHE ending and continuous coverage expiring, California will need to conduct a full redetermination for all beneficiaries.

What happens after the Public Health Emergency (PHE) unwinds? ▿

Due to the COVID-19 pandemic, states implemented program changes or other emergency flexibilities, one of them being the "continuous enrollment condition." As we transition from a pandemic into an endemic, we will need to return to the normal operation processes rather than a "continuous enrollment condition." Patients will have to renew their medical coverage or be subject to redetermination of benefits.

Who will be affected by the Public Health Emergency (PHE) Unwinding? ▿

All Medi-Cal beneficiaries will be affected.

When will it be in effect? ▿

PHE Unwinding began April 1, 2023
